    Have you checked the permission sets of the phone? If the room is stuck in a checked out state you could get this.

    How do you block specific numbers SIP trunk?

    Is it possible to block them before the system? But call routing -> caller based routing should work. Be sure to match the number presentation. 1-555-555-5555 is different than 555-555-5555.

    I may not be 100% understanding the issue, is it a display issue on the sets or something else entirely. But on the 400 have you set up country codes under System -> Extended -> Country Codes or Country Settings Under System -> Extended -> Country Settings.
