Micros 3700 backoffice pc in different networks

Hi all, first time post.
I have a micros 3700 vm that i want to CAL and use it as backoffice pc. Its on an entirely different location but the networks seem to be configured correctly.
I can ping one to the other but when i try to CAL it cant find the server.
I used windows host file in both machines and both IP's and PC names are double checked.
I also can use windows share folders to one another.
Firewalls are down to both ends server is on windows 7 and VM is on windows 10 22H2
Any thoughts ?

make sure your on the same network and its set to private Use the latest version of cal for win 10

Location doesn't matter, network matters.
Can be on the same location but different network, and can be in the same network but in different locations.
