Programming Wireless IP for Palm OS

I'm new to palm programming, but otherwise an experienced programmer. I have some application ideas which I want to develop for those palm-based machines which offer wire-less ip connectivity. I have seen alot of wifi email and browser applications (which are cool) but I am looking for direct socket communications between the palmtop applications and "server" applications running on wirelessly connected desktop machines. This requires direct access to the socket layer from within the programming environment.

Here are my questions...

What version of palm os offers ip (wifi) support?

Is it standardized at the os level so that wifi functions coded for one palmtop will work with all future wifi-enabled palm-based palmtops?

What programming environments offer access to the ip features?
