Hunt group change to VDN Routing for Warning threshold 1

I have a G3SiV6 with a call center. We have about 40 inbound toll free numbers routing with VDN with various vector rules. Our main hunt group is a 24x7 emergency response operation, all other hunt groups will use this hunt group as a "final" destination as we don't send calls to voice mail. We have a calls in queue warning threshold light after 1 call waiting and that is working out well. Our problem is that the VP wants a warning threshold "telstrobe" light and phone attached (must be analog) that rings and flashed when all agents are on standby or are all logged out. I've figured out how to do this by changing a vector rule to route to X if logged in agents = 0, My question is I'm not sure if I should change every vector to include the routing to the new "telstrobe" of if I should change our main hunt group number to a VDN and just put the new routing rule in that one spot. Thanks for any advice on this!
 
Any way you do it, you will need to check the skill for agents. If you put it in your main vector you still need to perform multi skill check for agents. That might be a lot of IF gotos in one vector. It might also create a little bit of a pause in the main vector. If you put it in each skill vector then it might be a little bit more to maintain, by have to go to each vector to make a change.
