Modem/CD Rom Conflict (truly bizarre)

I have an older computer running win95. I have a Lucent win modem taken from another computer (i have drivers on CD). I bought and installed a cd burner so that i could install the driver for the modem. Initially after installing the cd burner, the reboot would prompt me for a system disk. after a few reboots it took the cd burner and started windows with no problem.
Then i put the modem in and installed drivers from the cd. At first I got the old "no response from modem" error when trying to dial up. So i reboot the computer.
Suddenly i am getting these "insert system disk" messages at startup again. When i put in the disk it prompts me to install a driver. Since I already have a driver installed from the cd, I hit "no driver support". The computer goes back to dos prompt, and when i try to start windows i get a blue screen with the message "vfat resource not found, system halted". If i try to install one of the drivers from the system disk, i get a message that my config.sys file has an error on line 17.
Now this is where it gets bizarre. When i pull the modem back out of the slot and restart, everything goes back to the way it was...the cd burner works, the OS recognizes the driver, and windows starts up without a hitch.

My question, then, is why? And if no one knows, does anyone have a stranger dilemma?
 
My 1 question is what is line 17 in the config.sys file, since when you tried installing the driver, it said there was an error on that line.
