Zip file problem

I have a zip file on my server I wish to share. It's in the root dir of my server. I have a link to it on one of my pages but when I try dl it from a different machine it asks for a Un/pw. I've added Iuser (my server is a MS box) to the file properties security tab. Can anyone tell me what I'm doing wrong?
 
IUSR account may need permissions for the folder/subfolders aswell as the file.

How are you linking to the ZIP file?

...or...
2) <A HREF=&quot;C:\myzipfile.zip&quot;>Link text</A>
If possible copy/move the zip file into the directory structure of your website (Example #1) rather than the root of the machine. Permissions wont be an issue then.

I have the file in the root of webspace ( not the root on my machine. I have permissions set to read, execute for Iuser and of course Iuser has the correct permissions for the web root.
