ZfD4 Windows Terminal Server Policy did not work!

NT 4 PDC SP6a

2x Windows 2000 Server SP3,
+ user mode Terminal Services
+ Novell Client 4.9 + Update "B",
+ zfd4sp1bagentp1a

The Windows Terminal Server Policy from the User Package did not work, if a user opens a terminal server session, the session starts but the configuration like the Terminal Server Profile Path is ignored. Other Policys like the Windows Desktop Preferences Policy are working on the
Windows 2000 Terminal Services Servers.

Any Ideas?
