zero out not covering to voice mail

colleagues, we have a definity system, calls which zero out from extension A to extension B are not then rolling to extension B's voice mail, they continually ring extension B until the caller hangs up. extension B is set to roll to voice mail after 3 rings via the coverage path. can anyone tell me why this is happening? I thought that when someone zeroes out of a voice mail box to an extension, that the call was essentially redirected, as with call forwarding, to that extension, and would follow the extension's coverage. please help! thanks so much!
