How do I setup zero-outs for my Unity users? We have a Call Manager and Unity. I know in Meridian Mail, users can set their ouw zero-outs. Is that not possible with unity?

Yes it is possible for users to manage their mailbox.
Certain functions however are not available through the TUI using the phone.
Users need to use the CPCA option which is web based.

From their PC's go to:

Then they can use their login username (alias) and the predefined windows password (defined within the subscriber template). Then they can manage their mailbox including zero out.

The other option is for the unity administrator to define the zero outs for each mailbox.

If the zero out will be the same for all users you can use the bulk admin tool to change it all in a few seconds.

Hope this helps.

How do I, as a Unity Administrator, set their Zero-outs for them?

Well, there are a couple of ways. You can use the SA web interface, or the Unity Tool - Audio Text Manager (Weird name, I know). OR as whykap mentioned, the Bulk Edit tool.
