Z-index not working for iframe in Opera

can anyone help as to why the Z-Index doesn't work for an iframe.

I want to make my CSS menu pop over a right hand iframe, but instead it is behind, i've tried the z-index property but it hasn't worked.

any ideas why Opera is behaving like this, it works fine in IE, FF & NS
