z-index and select boxes do not follow rules!

I'm having a z-index problem. I have a menu at the top of my webpage (like the file menu at the top of the browser). When a submenu is open, it's z-index is set to 2 so that the submenu is ontop of eveything else on the page. However, for some reason the submenu appears behid the select box. I even tried setting the z-index of the select box = to 1 but it still does not solve my problem.

I am using IE
 
I checked with netscape and it works fine. The problem is with ie

thanks for the website. It looks like the stacking context has come into play. I'm not quite sure how I will get around that but I will think about it

Actually, after reading more, I can see that the problem is with IE and Select boxes and not with the stacking context
 
UNfortunately Select boxes in IE are system controls you, cannot z-index on top of a select, or change its scrollbar colors or its borders
