Your Public Key was not found in the name and address book?

Hi Everyone, I have a slight emergency when setting up a new user to get mail and access to 2 databases in our location. The error that I get after the person is registered is the following: Your Public Key was not found in the name and address book?

Does anyone know what this means and what I can do to fix it? Thank you so much!!!

The only way I have ever gotten past that is to delete the user, including mail fail, replicate the address book then recreate. Hope you get a better ansewer from someone else.
