You Do Not Have Permission to Change Your Password

When a user's password is going to expire and they are notified ('Your password is going to expire in 7 days, would you like to change your password?'), and they click 'Yes', and enter their old/current password and their new password twice, they get the message that 'You do not have permission to change your password'.

This is on Windows XP Pro with Win2000 Server Domain. This problem does NOT occur every time, just most of the time. Any ideas?

Perhaps what it is trying to say is "Your password must be at least X characters and cannot repeat any of your previous three passwords. Please type a password that meets these requirements in both text boxes".

Sorry, that's not it. Even meeting complexity requirements it still won't allow the password to be changed.
