Yearly Backup Nightmare

I was just told by my employer that I have to stop all tape rotation and store all data from every day. Essentially I need a full backup everyday without overwriting any previous tapes.

I currently have 7 sites, each site currently has an LTO-3 drive and are nightly backing up anything from 100GB to 400GB nightly. But I really don't want to purchase 365 tapes for each location at a cost of $15K per year per site. Can anyone give me any ideas of where I can go with this or recommendations.

How about switching to disk to disk backup using an online backup system? This would be a much better investment in the long term than buying 365 tapes. Setting a retention period of 365 days with such a system (taking daily incremental backups and backing up only changed blocks [in-file delta backups]) would be very efficient. You could have onsite backup with offsite replication which would take care of your DR plans as well.
