year end change

I need some help/advice. We need to change our year end by creating a stub year for the last 3 months of 1999, and then starting 2000 as a 12 month year. I have seen a system in use where this was done, and would like to find out how to accomplish this. Also, I was wondering how the stub year would affect FA.<br>
