the search submit only gives you opportunity to submit your site pages (at a non-refundable cost) for consideration of being added to the crawl schedule.
Then IF they are accepted you also get charged per click and Slurp will crawl the specified URLs every 48 hrs.

NOTE: ONLY the specified ones, the rest of your page may or may not be crawled. It does seem however that the emphasis is on NOT if you are participating in the program.

The only thing you can be sure of is that Yahoo will be easing the burden of your credit card balance in their favour.
