XY charts and XY labels

I have a chart that i want to graph that is XY scatter type. here is an example of data that I have.

AOG Fill
DFW 20% 80%
ORD 25% 78%
LAX 15% 73%

The XY chart works, but does not display two things that I want.

One is the ability to see the stations, DFW etc., labels above the crossing point.

Second, I want to add two fixed lines, one for X and another for Y that indicate good performance.

It will look like something like this link:

I stumbled, as I can do it in Excel, but can not get Access to do it.
