Xwindow client connectivity problems

Hi,

I am having difficulties connecting to a RH 9.0 server with Xwindow clients. I can connect as root with no problems, but any other user gets the following error message:
"Your session only lasted less then 10 seconds. If you have not logged out yourself, this could mean that there is some installation problem or that you may be out of diskspace. Try logging in with one of the failsafe sessions to see if you can fix this problem."
The details in the .xsession-errors file are "bind: permission denied"
We've had everything working fine until someone worked on the machine.... I suspect this being a permission problem. So far I have changed the permissions to the \tmp folder - chmod 1777 /tmp, but no luck.
Any help would be greatly appreciated.

Is there more information in the errors file? That info is a little skimpy.

 
No, that is everything that is in the log files.
