xSP: can a user get access to another hosted org?

I've been assigned to try Domino 6.5.1 xSP as a possible hosting solution for my company. My test server runs Windows 2000 and I can set up one IP per hosted organization. I would like to know whether it is possible for a user of one hosted organization to be given access to a web application of another.

E.g. User A has been originally set up to access but now also needs access to
Can access be given to the already registered user A rather than having to register the user for both organizations?

I notice the Organization field in the Web Site document and the registered certifiers could be the main factors here, but don't know if they can be manipulated to suit. Is there some fundamental aspect of xSP I haven't recognized in this case?
