xSeries 346 POST error

I have a xSeries 346 server that I can't get to boot cleanly. On every boot, it gives an error "162 configuration change has occurred" and then it goes automatically into setup. I don't know what it thinks has changed. I've tried restoring defaults; save on exit; don't save on exit, etc. The BIOS version is 1.17.
 
Have you added/removed adapters recently or have you server serviced. Check the BIOS to verify that all adapters, devices match watch you actually have installed
 
I took it over from someone else. The hardware seems pretty basic. When I go into the setup, there are no arrows indicating something that has changed. The only thing not on the board is a planar SCSI. I tried taking that out and saving the setup but it still thinks there are changes.
 
The problem was either a bad CPU or VRM. I removed both and the problem has gone away.
