XQL or Stored Proc

We are trying to find out which is better in terms of TPS,
calling a Stored proc and getting a cursor or submitting XQL to get XML result back from Oracle 8.x ?

The question is, does it make sense to speak xml with Oracle or to stick with SP calls? thanks
