XPS 400 keyboard issue

Have kind of a strange issue on my hands. I am trying to restore the operating system on a Dell XPS 400 desktop. After booting to the supplied recovery CD, i am given three options. first one is to press enter to restore unit to factory condition. second to press "R" to repair or F12 to exit i think. the problem is, now my keyboard is not functional. The keyboard is completely functional up to this point (i.e BIOS). I have ran DBAN on the hard drive along with DFT to check for mechanical errors and MEMTEST to make sure the memory is fully functional. BIOS defaults have been restored and yet this problem persists. It seems like my USB controller is kicking out at the point of system restore but i have no idea why.

any body have any ideas?
