XP - WP10 - Address Book

Thanks to many of the postings/answers on this website, my office's transition to WP10 (in Win XP environment) has gone relatively smoothly. One of the last remaining issues: user can only create/modify/access WP10 address book (not shared) as user w/admin properties. Once user is returned to "power user" properties, cannot access/see file, even tho default address book folder/contents are NOT read-only.

Ideas?
