xp with dual video adapters does not shutdown

have intel d865gbflk motherboard 2 monitors plugged into onboard and a PCI video card. When performing a shutdown, the system does not shutdown but instead performs a restart. I have tried agp video with PCI. I have tried PCI and PCI (had problem getting both to config). The system will shut down if I remove the extra card.
