xp upgrade from me lost users accounts (Mail etc)

I have upgraded from Windows ME to XP PRO. In ME I had accounts for different family members with their own start menu, desktop, etc. My account transfered to XP but the others did not. In the documents and settings folder, XP created folders for each ME user as follows (username, Windows Millenium Edition). Is there any way to convert these to XP users or at least recover the Outlook Express mail, address book, ect?
