If I set Internet Explorer Tools - Options - Connections tab to "Always dial my default connection" it does so until I reboot. Then it resets itself to "Never dial a connection".

Outlook Express does not have this problem, and dials out as expected. Only Internet Explorer will not autodial until options are reset.

Running XP Pro SP1.

IE, and its Internet Options tool facility, are only vaguely related to OE.

It sounds as if there is group policy, a SypBot setting, or something else blocking your persistent setting of IE Internet Options.
Remember that many of these settings are per-User and not Global to the machine.

See if the following offers help:

I have the exact same problem. I typed it into Google and that's how I found this website. So what do I do? Resetting the connection each time I power on is a pain.

If you are using a HP/Compaq PC, click Start, Run, type MSCONFIG. Go to Startup tab and uncheck the entry named "Autotkit.exe" [if exists]. Restart Windows.

If this does not help, download the fix from HP [Only for HP computers with Windows XP OS]

Or, try direct download link:
ftp://ftp.hp.com/pub/softlib/software2/COL5097/pv-17688-1/SP24040.exe

[From HP: This update fixes an issue causing a user's customized settings in Internet Explorer to be undone when restarting the PC. Removes AutoTKit from the PC startup process]

This can be true for any IEAK installation of IE, where the ability to make a persistent change in settings was denied by the IEAK author.

Second possibility is that a spyware/adware problem was set to block them: For example, with Spybot: "Internet Explorer tells you to contact your administrator when you try to access the IE settings?
This can happen if you use Spybot-S&D in advanced mode and you have used the Immunize feature without reading all the text ;)

Please start Spybot-S&D again in advanced mode (usually from the Start menu group Spybot - Search &D Destroy, until you've already changed the desktop icon to advanced mode), and go to the Immunize page.
There you'll see a group Recommended miscellaneous options. Untick the checkboxes in front of both Lock IE... options. You may need to close all Explorer windows, and maybe even restart Windows before these changes take place.

Hint: this lock function has been added mostly for multi-user environments where you wouldn't want other users of your computer to change your IE settings. If you are the only user of your computer, there's no real need to enable them."

Jakub Moc in the Newsgroups finally restorted to:

Open a notepad session as fixdial.bat and save the below:
------- Cut here --------
regedit.exe /s fixdial.reg
------- Cut here --------

Open a new notepad session as fixdial.reg and copy paste the below:

------- Cut here --------
REGEDIT4

[HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Internet
Settings]
"EnableAutodial"=dword:00000001

------- Cut here --------

Right click on fixdial.bat, select Properties, Program, Run - Minimized and
check the Close on exit box.

Click OK.

Next, copy C:\Windows\fixdial.pif file which should appear now to
C:\Windows\Start Menu\Programs\StartUp folder.

Restart your computer. After that, hopefully, you should have under Tools - Internet Options - Connections "Always dial my default connection" checked.

Please note that this fix involves changes to your registry. Registry backup in strongly recommended, however, I have tested this and have had no problems so far.
