XP rearranges drive letters on reboot

I’ve used Disk Management to assign drive letters for my hard drives and removable drives. My problem is that XP changes my drive letters when I reboot. Currently what XP is doing is changing the drive letters of my three CD drives so that they use the first available drive letters. I have some unused drive letters right now because I have disconnected some network drives, but I want my other drives to keep the drive letters I have assigned. I’ve noticed this happening in the past, but in general I’ve not had this problem. I don’t understand what controls when this happens. Shouldn’t my drive letters stay as I have assigned them in Disk Management? This issue is driving me nuts, there must be a simple solution. Thanks in advance for any help.
