XP Professional with "1" user only

I want to re-format my hard drive and reinstall XP Professional. The question is, how can I do this with just "1" user (i.e. administrator, owner, user). I would like the system to be set up to run just 1. Can anyone help me?
 
After installation, start XP in Safe Mode.
Logon as Administrator.

Delete the default user created at XP installation. Turn off the Guest Account.

Watch out for Windows Update creating a new user for .NET framework or otherwise.

Use Start, Run, lusrmgr.msc
Click Users
Right click and delete any unwanted users that might remain.
