XP PRO WON'T INSTALL-IT LOOPS

XP install on a new 40MB western digital drive on a Athlon 1800 with 750MB memory, does this:
1. says format partition? I say do it with NTFS.
2. It then says loading files, then insert previous OS.
I insert CD for Win2000. Then it says folder for UNKNOWN OS
found, want to delete or replace. I tried both. It then says
loading files, insert CD with previous OS, ETC, ETC ETC.
This is CRAP! I had the same problem with the original 100MB hard disk and ended up re-installing Win2000. So its
not the hard disk. Thought I'd try another NEW disk and disconnected the (working) 100MB Win2000 disk. It alway goes into this loop. Any ideas?
 
Are you trying to use an upgrade CD? I've done many full installs of XP and have never run into this. Jennifer Sigman

Yes, It's an upgrade. Thats why it asks me for the CD for Win2000.
