XP Pro Update and error #0x8DDD0018

Has anyone run into this before?
I just did a fresh install of XP Pro & applied SP2 & the subsequent updates. Now for some reason I cannot run Win Updates due to error 0x8DDD0018.
The M$ site says: Automatic Updates enables detection, downloading, and installation of critical updates for your computer.
Background Intelligent Transfer Service (BITS) enables faster, restartable downloading of updates.
Event Log logs Windows Update events for troubleshooting. To ensure that these services are enabled.
I have both of these services turned on & still get this message.

By turned on, do you mean that Automatic Updates is set to Automatic in the Services. Background Intelligent Transfer Service can be set to Manual?

Automatic Updates is set to Automatic & started. BITS is now set on manual & started. No matter what I do I cannot get past this error screen that displays right after I get to the WU page.
