XP Pro SP2 no users on boot up

DELL 4400 with 1gb RAM and XP SP2 boots with no users, ADMIN or guest! Cannot boot to last good or safe mode...

Running AVG; SpyBot and Spy Sweeper

Placed HD in bench computer and found NO virus or spy ware problems PLUS all user and admin accounts can be seen!

Any ideas before re-install-HELP
 
If you see the welcome screen at startup, press Ctrl Alt Del twice to get the usual username/password box come up. Try and put in username and password there.

You don't say if it is XP Home or Pro; for Home you won't be able to get into Safe mode while in normal mode.

Not sure how you're trying to get into safe mode, try pressing F8 when the coloured dots go across the screen with the XP logo on as it starts and see if this will let you into Safe mode.

XP Pro with service pack 2 installed! Re-installed windows XP without resolution due to no responses before both of these. Same screen with NO users...

Same problem in safe mode!

Still no luck but I will try both of your recommendations.
