XP Pro Administrator not accepting cookies

I have a XP Pro SP2 machine. It has 2 administrators and 2 other users setup on the machine. One administrator and the 2 normal users will accept cookies on the machine. The one administrator (which is also the original administrator) will not accept cookies from any sites.

I have verified under the IE, tools, options, privacy that it is set to accept cookies. Is there somewhere else that I have missed.

We are not running any firewall other than the microsoft one with SP2.

The profile is corrupt.
Rather than spend more time on the issue, rebuild the profile.
