Is there a local policy to disable the run on the start menu?

Does someone know how to do this?

I don't know where the policy is located off the top of my head, I am sure someone else might know, but a quick fix you can do is to right click on the task bar and click on properties then click the Start Menu Tab and click the customize button and un check the box that says Display Run.
 
start/run (for the last time) gpedit.msc
there under User Configuration/Administrative templates/Start Menu and Taskbar you'll find "Remove Run Menu from Start Menu"
