XP needs 2 reboots to install apps

I know straight away when everybody reads the subject, they're thinking that I need to enable "Always wait for network at computer startup and logon". However, this is already enabled !! I've run RSoP and it appears in there, there are absolutely no errors with regard to group policy not being applied.

We have other offices (in a separate OU) which have this setting enabled and it works fine. I've looked at their RSoP and it's identical to ours - other offices "obey" the policy, so why are these PC's not?

Any ideas

are the priorities of the gpo´s also the same?
u can force a gpo to be applied, what means that setting might override later applied settings, did u check that?

on the second boot the app eventually installs?
 
Thanks for the quick reply. However, it can't be to do with GPO precedence as the setting is appearing in RSoP correctly. If it were being overwritten it woudln't appear in there. Also, we never set that policy to disabled so it would never have anything to be overwritten by.

I've tried gpupdate /force (I presume that's what you mean) but it's hard to tell if this is forcing the app. to install on first restart or not as I can't tell which machines have already had one restart.

I did go through the application log and found a warning saying that application management settings were applied, installation will not take place until the next restart because fast logon optimization is enabled.

So what gives? Why is RSoP saying that it's disabled, but not doing this.

I've also checked the registry to make sure the entry is being written there correctly, and it is

ok, I think I figured this out. Basically what was happening is this:
1. PC is images & joined to domain
2. PC is started up & fast login optimization is enabled
3. Group policy is applied including apps, but because the registry entry has not been made yet the PC still needs the restart.

So in short, it's because at the time the app was deployed fast login optimization wasn't enabled
