When do you need to add this component to your form? If you use a 3rd party application to skin your form, do you need it or will it conflict?

If you want your application to look like an XP application vs. Win 2000/95 that's when you'll use it. I suspect that if you're skinning you don't need it.
 
The XPMan unit does nothing more than adding a manifest resource to the executable, instructing windows to use the latest version of the windows common controls library.
