XP ICS Router Host Works Client Does Not

None of the window or screen shots that show the ICS feature in the Windows help files or Windows.com are in my OS. I have two machines both connected to a router via CAT 5e. The router is connected via a uplink to the cable modem. The host computer ran through the network wizard, because there is no other way to set up ICS. I've gone to services and turned ICS to automatic, it was manual. My "host" computer has internet connection, and seems to me doling out IP's, the "client" is not connecting to the internet. The client and host do not share files so it is hard to tell if they are truly connected. I think the host is doling out IP's because I can run a IPCONFIG /Renew on the client and get a refresh. Any ideas? Both machines run XP, the host has internet, the client does not, but seems to be receiving IPs from Host. Thanks in advance.
