XP freezes on USB Connection

My PC freezes everytime I turn on a USB device, i.e. printer, camera, phone, etc. I disable the USB root hub from device manager and enable it again and it also freezes. Basically everytime I connect some USB device my pc stops responding, BUT if I turn on a device BEFORE I turn on the PC, I works perfectly. This is weird. Need help.
