XP can't connect via WEBDAV

I have Apache running on MAC OSX with webdav. Mac clients connect successfully but Windows XP clients do not. This is a known issue but Microsoft has no solution. I tried novell's Netdrive but it has its own issues. Has anyone resolved webdav/windowsXP problems?

What client software on XP?
All fire walls on XP off?

I use subversion client tools to communicate to apache/linux using webdav protocols from XP.

Are all methods a problem.? Is the microsoft issue documented?
