XP Cannot send email but can receive email

I have XP, and I Cannot send email but can receive email, checked accts. and everything is fine I have fiber and a new nic card installed by the ISP. They say everything is fine and functioning but I still cannot send email but can receive it. I can surf the internet but can't register on any sites i.e. yahoo.com email. It says cannot find server. Any help you could give would be greatly appreciated.

For email issue...
I would check the small stuff first.
Can you ping your smtp server? Are you using your isp's smtp server or your email host's?
What kind of email client software are u using? If you're using Outlook or Outlook Express, I would try to use your isp's smtp server.
Also, if you are not able to open ssl site's, maybe there are some security issues. I would change all the IE's security settings to "Default" and see if this resolves this issue.
