XP blips come up too fast

When you hover the cursor over an icon in Windows XP a discription bubble pops up which is a nice feature but the bubbles pop up so quickly on my PC that I can't see the icons to the right as I move my cursor. How can I slow down the speed in which these help features appear? I'd like to have to sit over an icon for 3 seconds or so before it appears and now it's instantaneous.

I am pretty sure that you can only disable balloon tips, not control their delay timing.
