XP Admin Profile Problem

For some reason if a new Administrator profile is created on my XP machine, it does not provide me with Admin Rights on my PC.
This has stopped me being able to install new software (Norton Anti-Virus) as it claims I am not the Administrator and also changing data for example the PhoneBook File in Dial-Up Networking. I am also inable to create new connections etc...
Could this be some sort of virus?
This problem also occurs with the original Administrator password.
Can you help.
