XP\2000 workstations and printer properties

Have a NT 4.0 server and workstations that run 98, 2K, and XP. I've found that when users who have the XP and 2K workstations go into their printer properties everything is grayed out. They can't make any changes at all, not even something simple like going from portrait to landscape. They only way to give them any ability is to make them members of the Print Operators group, which I don't want to do. At the server NT only offers four levels of access. Manage documents doesn't give enough rights and Print Operators gives too much. How can I get the XP/2K users to work like my 98 users, where they can change their local settings but not affect the printers for the entire network?
 
Try installing the XP/2000printer driver on the local workstation therefore over writing the NT4.0 driver that it is using, the delete and reinstall the printer
