XML Namespace Confusion

i am unable to find a definitive answer as to how exactly an xmlns differentiates between different vocabularies. for example, what "lives" at the URI that empowers the parser to know to consider one vocabulary distinct from another?

i do understand that the ns need not "be" anything. i do understand the need for and purpose of ns. however, i just cannot grasp what it is that causes one vocabulary to be differentiatable from another.

your assistance is very greatly appreciated! thank you!
 
A namespace is different from another because it has a different URI. The parser doesn't infer any meaning from the names, it just knows different namespace, different XML vocabulary.
