xml error opening some xlxs files from website

I have a site that allows users to open xlxs files, pdfs etc. There are only 2 xlxs files that give users an error if using Chrome or nothing happens in IE9. The error was an xml parsing error, but I recreated the spreadsheet and now it's "error on line 1 at column 1: Document is empty
error on line 1 at column 1: Encoding error." There is no issue with this spreadsheet. This error just starting happening over the last month.

Is this an IIS error? All users get this issue so it can't be a workstation/browser/permission issue.
