XML encoded using base64

I'm a technician for a server that reply request encoded in base64..which i believe contains XML language. I've tried decoding it using many base64 to text decoders and does not work. Can someone pls confirm if XML can be decoded using base64, im no security expert..hope someone can explain to me how or use what tool to decode it back into XML format. This is part of the reply of the server:

XML is just a string.

Running this through a base64 decoder returns gibberish. Perhaps it's encrypted?
