XML Data Connection?

I'm trying to creata a new connection to a XML datasource located on my C drive. But I get the follwing error:?

Invalid Argument provided.
Details: Java Server startup failure. Please verify the PATH, CLASSPATH and IORFileLocation properties in the INI File.

Help?
