.xls spreadsheet for editing permissions?

Is it possible to make a xls-spreadsheet accessible for editing in general?

The problem that I am experiencing is that when one person is working with an .xls sheet it appears locked to another user. Does anyone have any suggestions?

You can share a workbook: Go to Tools > Share Workbook (not sure about the right term).

There are some problems and limitations for shared workbooks. See for instance Help on "Limitations of shared workbooks".
