XL2000: Drop Down arrow doesn't appear

Hi - I've created many spreadsheets for others to use around the corp (all XL2000), and some users have complained that the drop down arrows don't appear where I have cell validation. I've actually see one user's computer where the arrows were there, but TINY.

Now on my computer I can't seem to get it to show the drop down arrows at all! Even creating a new workbook and the simplest of Yes/No cell validation drop downs don't work anymore!

Note that I'm talking about using Data->Validation, not the drop down on the forms toolbar.

Seems similar to

but doesn't make any difference whether freeze panes are on.

Check the View % of the tiny user's.
