XIR1 Check User Rights Button

I want to be able to give a specific group the ability to see the "Check User Rights" button when on the "Rights" tab of all folders in our XIR1 system.

Is this something only for Administrator's group? Can this be delegated? I do not want to add more users to the Administrator's group. Are there any negative consequences?
