Apparently the former Avaya IPOCC had issues with tracking calls that were parked, therefore park was disabled for IPOCC calls.
The newer IPOCC made by Xima Software does not have trouble tracking parked calls, however IP Office still disables the park feature by default.
No user source number ACCS_FEATUREMASK=00000005 allows park to work with Xima/Avaya Multimedia/IPOCC. Tested on R11 SP2 and R11 FP4 SP1
